Description:
WORK
OBJECTIVE
Under general
supervision of the city clerk provides effective control over the
identification, appraisal, maintenance, protection, preservation,
transfer, retention and disposition of all city records by providing
assistance and guidelines to departments in the preparation of their
records retention schedules and amendments; establish proper
procedures for securing necessary revisions to records retention
schedules; and providing direct technical assistance and guidance to
departments that will aid in resolving specific files and related
records problems.
ESSENTIAL FUNCTIONS
-
This is highly
responsible professional and technical work involving various
administrative functions necessary for the operation and
coordination of the City of Winter Garden records management
program.

Maintains a
continuing program for the management and disposition of all
city records.
-
Incumbent is
responsible for complying with city ordinances, policies, state
statutes and federal regulations for permanent record storage
and retention.

Incumbent is
expected to anticipate work assignments, exercise judgment, and
make decisions within the scope of job responsibilities.

All work is
performed under the general direction of the City Clerk, but
incumbent exercises substantial independent judgment.

Supervises the
management of inactive records for the entire municipal
organization.

Monitors
retention schedules and destruction requests to ensure
compliance with established guidelines.

Prepares
administrative policies related to records management.
-
Trains
employees on records management and the public records law.
MINIMUM QUALIFICATIONS
-
Associate’s
degree in public administration or related field is required
plus five years progressively responsible experience in
organization wide records management functions that provides
extensive knowledge of State of Florida public records law and
regulations relating to records including state exemptions to
the public records law in a governmental environment.

Ability to use
computer-driven word processing, spreadsheet, and file
management programs, microfilming, and optical scanning
equipment, or an acceptable equivalent combination of education,
training and experience that provides the required knowledge,
skills ,and abilities.

Must possess a
valid Florida driver’s license and have and maintain an
acceptable driving record.

Must pass
software tests in Microsoft Word, Excel, PowerPoint and Outlook.
KNOWLEDGE, SKILLS AND ABILITIES
-
Requires
knowledge of city ordinances, state and federal laws and
regulations governing records management.

Knowledge and
understanding of current and developing records management
technologies required.

Prior
experience with electronic records management software.
-
Experience
revising/designing and implementing a records management
program. At least one year of supervisory experience.
Certified records manager (CRM) certification preferred.
PHYSICAL REQUIREMENTS
Ability to work in
undesirable conditions including dust, mold and mildew subject to
emergency call-out during off duty hours and on weekends as
required.

Our company was founded
nearly nineteen years ago, and provides Management, Information
Technology Support, Security and Intelligence Operations Support
Services to a range of Federal agencies, non-profit organizations, and
private companies. We are a small, woman-owned business, with several
federal government contracting vehicles including MOBIS and schedule 084
for security.
We are currently
seeking a Records Management Expert Support person, to assist in
enabling the O/DNI to find, exploit, and share intelligence information
vital to safeguarding our National Security.
Requires:
-
Develop file plans
for various O/DNI components.
-
Conduct surveys of
records, both paper and electronic, of various O/DNI components.
-
Map business
processes and procedures of various O/DNI components.
-
Draft records
control schedules.
-
Review records
relating to various topics and/or business areas to insure adequate
and proper documentation.
-
Identify, describe,
and process legacy records inherited by O/DNI.
-
Other records
management support functions, as tasked.

Desired
Knowledge/Skills/Abilities
-
Should have a
Bachelor’s degree (History, Business, Accounting, Law) supplemented
by Archives and Records Management Training and Verifiable relevant
work experience with electronic records management (ERM)
applications.

Certified Records
management (CRM) certification preferred.
-
Should have a
minimum of fifteen (15) years records management support experience.
-
Must know or
demonstrate the ability to learn and research agency regulations,
policies, and procedures.

Experience with
electronic records keeping systems, electronic record keeping
requirements, and software system development project management
lifecycles preferred.
